MICROMOBILITY TRANSPORTATION DEVICES (MTD)

PURPOSE

This purpose of this guideline is to describe the guidelines for the safe operation and use of Micromobility Transportation Devices (MTD) on campus and to prevent property damage.

MICROMOBILITY TRANSPORTATION DEVICE (MTD) DEFINITION

Micromobility Transportation Devices are defined as any small, low-speed, motorized or non-motorized transportation device or vehicle, including scooters, electric-assisted bicycles, electric scooters (e-scooters), and other small, lightweight, wheeled conveyances. Wheelchairs and other mobility devices used by persons with disabilities are excluded from this definition.

OPERATING GUIDELINES

  1. MTD users shall obey all State and other applicable traffic regulations, such as riding only on the right side of the road, stopping at traffic signals and stop signs, and yielding to pedestrians, which are in full force and effect on University Property.
  2. MTD users (both motorized and non-motorized) on campus shall practice courteous, defensive riding, giving right-of-way to pedestrians, and traveling at safe speeds taking into consideration the number of pedestrians present, visibility, traffic, weather, and surface conditions that exist at the time.
  3. Obstacle riding or other acts or maneuvers which may endanger the MTD operator or others or damage property, are prohibited.
  4. MTDs may not be operated in a building.

PARKING AND STORAGE

  1. Similar to bicycles, MTD parking is available throughout campus and is designated by the presence of bicycle racks. MTDs must be parked within the boundaries of designated bike racks.
  2. MTDs of any type and ownership status cannot be parked:
  1. Inside university buildings
  2. In university housing common areas or hallways.
  3. On sidewalks, turf or flowerbeds, tied to trees, campus lawns, or in the street.
  4. At the top or bottom of any staircase.
  5. Areas that block access to building entrances or exits.
  6. Adjacent or affixed to structures, architectural elements, or artwork. Including, but not limited to, handrails, fences, benches, light poles, sign poles, sculptures, and etc.
  7. In pedestrian walkways, vehicle parking spaces (including ADA, moped and motorcycle), ADA ramps, or other areas that block egress.
  8. Impounding may be necessary to make bike/MTD parking available to those using their bicycles/MTDs and to address improperly parked MTDs.
  9. Small, non-motorized MTDs that cannot be reasonably be stored as described above may be taken inside buildings, but must remain in the owner’s possession at all times, not creating an egress issue or an inconvenience to others.

CHARGING

Charging an MTD in any University electrical outlet is prohibited, unless in an area specifically designated for that purpose. In such a case, written permission will be required from the appropriate organization on campus (i.e. Housing).
